Oskars Leosks, a researcher at the LaSER think tank, assessed that Rīga’s planning and construction process is fragmented.
"Four departments handle these urban issues – the City Development Department, the Outdoor Space and Mobility Department, the Housing and Environment Department, and the Property Department.
