The amendments establish how the state will compensate for direct damage caused by drone incursions and other military incidents to residents, businesses, and public infrastructure. The aim of these provisions is to ensure that after such incidents, it is clear to people where to seek assistance, the timelines for decision-making, and the principles on which compensation will be provided. The amendments to the Cabinet of Ministers' regulations stipulate that in the event of damage resulting from such incidents to crops, forests, and animals owned or possessed by legal or natural persons, including damage to agricultural machinery, an application must be submitted to the Rural Support Service within three working days, which will make a decision on the amount of compensation within a month. For other real estate and items owned or possessed by legal or natural persons, an application must be submitted to the relevant municipality within three working days, which will make a decision on the amount of support within a month and submit a request to the Ministry of Smart Governance and Regional Development. According to the regulations, if a person or business has insured their real estate against military risks in peacetime, in the event of an incident, they can claim compensation for direct damage from the state budget amounting to 90% of the damage incurred, minus any insurance compensation paid. In cases where insurance against military risks is not available on the market in peacetime, individuals may also claim compensation for direct damage from the state budget amounting to 90% of the damage incurred. Conversely, if real estate and other property are not insured against military risks in peacetime, one can claim compensation for direct damage from the state budget amounting to 75% of the damage incurred.
