According to the Latvian security service, Russia may use hybrid methods of pressure against the Baltic states to enhance the psychological impact on NATO countries, their leadership, and society. The goal of such actions is to compel NATO countries, fearing further escalation of the conflict with Russia, to reduce support for Ukraine or make concessions to Moscow regarding the war and possible diplomatic settlement. The SAB notes that recently Russia has already intensified information and psychological campaigns against Western countries. At the same time, the Bureau considers it extremely unlikely that such actions could change NATO's policy regarding support for Ukraine. The security service also points to the closed and authoritarian nature of decision-making in Russia. In the opinion of the SAB, the Russian leadership receives selective and uncritical information, which increases the risk of erroneous decisions, including those concerning actions against NATO. Moreover, the increase in pressure on the Alliance, according to the Bureau, may be linked to the lack of significant military successes for Russia in the war against Ukraine, as well as the growing internal political and economic problems of Vladimir Putin's regime. Despite the risk of hybrid attacks, the SAB emphasizes that the likelihood of a large-scale military invasion of the Baltic states by Russia remains very low at this time. According to the security service, Russia currently lacks the necessary capabilities for this, as the majority of its military resources are concentrated on the front in Ukraine.
