Currently, the bill is undergoing the coordination procedure. As Foreign Minister Baiba Braže informed journalists after the ruling coalition meeting, the government is likely to consider the document next week, and the Saeima will address it at an extraordinary meeting on July 23. The amendments provide for a ban on the import of certain industrial goods into Latvia both directly from Russia and Belarus and through third countries if the country of origin of the products is these states. At the same time, transit through the territory of Latvia to other European Union countries will not be restricted. Among the first groups of goods that may fall under the ban are books, newspapers, video games, sports goods, toys, clothing, and footwear. In 2025, the import of these products from Russia and Belarus amounted to 12.5 million euros, which corresponds to 6.5% of the imports of these commodity groups and 0.05% of the total import volume of Latvia. The aim of the new regulation is to reduce risks to Latvia's national security and to further sever economic ties with Russia and Belarus. At the same time, the explanatory note acknowledges that the practical effect of the ban may be limited, as goods of Russian and Belarusian origin may enter Latvia through other EU states after being released into free circulation in the single market.
