According to Reuters, Russian authorities have started purchasing gasoline from India in an attempt to mitigate the fuel crisis within the country. At least 60,000 tons of gasoline have already been shipped to Russia by sea from this country, the agency reported on Wednesday, July 1, citing an industry source. Another source clarified that batches of 30,000 to 40,000 tons have been sent to Russia on two tankers. According to a third source for Reuters, Russia plans to import a total of about 400,000 tons of gasoline per month from various countries, including Belarus, which is already supplying fuel to the Russian market. The agency estimates that in the first half of June, Belarus nearly tripled its railway shipments of gasoline to Russia to more than 70,000 tons compared to the first half of May. It is still unknown which Indian oil refiner will supply gasoline to Russia. Reuters also notes that during the summer, gasoline consumption in Russia is at least 110,000 tons per day. ## ## RBC on Russia's Plans to Start Large-Scale Gasoline Imports from India Earlier, RBC reported, citing a decision from the State Duma committee, on Russia's plans to begin large-scale gasoline imports from India to address the fuel shortage in the country. The Duma intended to support the amendments to the Tax Code proposed by the government, which, in particular, provide for subsidies from the budget to oil companies purchasing gasoline abroad. According to the publication, the amount of subsidies for imported gasoline produced outside the Eurasian Economic Union (EAEU) will be calculated based on the indicative price of gasoline in the Indian market and the costs of its delivery from Indian ports. The subsidies will operate within the framework of a damping mechanism that was launched 8 years ago to keep retail fuel prices stable. India, along with China and Turkey, is the largest buyer of Russian oil. These three countries account for about 98 percent of Russia's total crude oil exports. After the start of the war between Russia and Ukraine, India became the absolute leader in maritime shipments of Russian Urals oil. In June 2026, it received up to 2.66 million barrels per day. ## Gasoline Shortage in Russia and Its Causes According to analytical agencies, in the fifth year of the full-scale war between Russia and Ukraine, due to systematic attacks by the Ukrainian Armed Forces on Russian oil refineries, oil processing volumes in Russia have dropped to their lowest level in two decades, and gasoline production has fallen by 25 percent. As Reuters points out, the gasoline shortage in Russia currently reaches 20 percent of domestic consumption. Authorities in several regions have imposed restrictions on fuel sales, and at gas stations in annexed Crimea, the sale of fuel to individuals and legal entities has been suspended since June 21. It was also previously reported that Russia is requesting gasoline from Kazakhstan.
