However, the question arises: why include in the plan those projects for which there is no funding? The answer is simple: the plan represents a kind of patchwork quilt, as each ministry contributed its proposals - in accordance with the profile of the ministry. At the same time, each minister apparently hoped that somehow the money would be found. And if it is not found, then at least they can still tell the public about the grand plans.
