The Council of the International Handball Federation (IHF) has decided to lift all sanctions against Russia and Belarus in accordance with the recommendations of the International Olympic Committee (IOC), the organization's press service announced on Wednesday, July 15. IHF immediately lifts the ban imposed on March 4, 2022, against Russian and Belarusian teams, officials, referees, coaches, and experts. At the same time, the organization intends to take "all necessary measures to comply with existing anti-doping requirements in connection with the return of Russian athletes to international handball competitions, while ensuring constant and full compliance with the World Anti-Doping Code." ## ## IHF "looks forward to the return to the international community" of Russians and Belarusians No additional qualification requirements or other restrictions will be applied, it is further noted. "IHF recognizes that full reintegration may require a transitional period for both Russian and Belarusian teams and officials. Nevertheless, IHF eagerly anticipates their return to the international handball community and hopes that, with the support and cooperation of all stakeholders, the necessary steps will be taken to ensure a timely and effective return," the statement said. At the same time, the International Handball Federation confirmed its "unwavering commitment to supporting the Handball Federation of Ukraine and continues to express solidarity with Ukraine." The organization "strongly condemns" the ongoing Russian invasion of Ukraine and its devastating consequences, and hopes for a swift end to the war, restoration of peace, normalization of sports relations, and resumption of peaceful international cooperation. ## ## IOC decisions regarding athletes from Russia and Belarus On July 7, the Executive Committee of the International Olympic Committee recommended allowing Russians to return to international tournaments in full. In addition, the Russian Olympic Committee was reinstated. In May, a similar decision was made regarding Belarus. After that, international sports federations began to lift sanctions against Russians. Such decisions were announced on July 8 by the International Volleyball Federation (FIVB) and on July 13 by the International Table Tennis Federation (ITTF). Even before the IOC's decision—in mid-April—the International Swimming Federation allowed Russians and Belarusians of all age categories to participate in international competitions with national symbols, flags, and anthems. In early June, a similar decision was made by the International Fencing Federation, and in November 2025 by the International Judo Federation (IJF).
