The Association of Rural Family Doctors of Latvia has supported the proposal to consider the introduction of partial disability in the country. Such a system would allow people to gradually return to work during their recovery, combining work activities with treatment and rehabilitation. The idea was previously voiced by the head of the Latvian Association of Family Doctors, Alise Nikmane-Aishpure. In her opinion, the current system of sick leave does not always meet the needs of patients, especially during prolonged treatment. The president of the Association of Rural Family Doctors, Ainis Dzalbs, noted that such a model is already applied in Germany and Scandinavian countries. It allows patients to work in a reduced capacity as their health improves, taking into account doctors' recommendations and the employer's capabilities. According to Dzalbs, this approach can be especially beneficial for people after exacerbations of musculoskeletal diseases, treatment of cancer, stroke, and in other cases where recovery takes a long time. He believes that a gradual return to work helps maintain professional skills, reduces the risk of depression and social isolation, and facilitates adaptation after illness. Patients could use the freed-up time for rehabilitation, training, or professional development. At the same time, the expert emphasizes that before implementing the new system, it is necessary to study foreign experience, assess potential benefits and risks, and ensure a simple and clear procedure for registration without excessive bureaucracy. The Director General of the Latvian Employers' Confederation, Kaspars Gorkshs, pointed out that the new model could complicate work time planning, organization of employee replacements, and accounting for working hours. However, in Finland and Sweden, such issues are usually resolved by agreement between the employer and the employee. The Ministry of Welfare noted that the idea has not yet been officially considered. Its implementation would require the development of medical criteria for partial disability, a review of the sick leave benefit payment procedure, and an assessment of the impact of changes on the healthcare system, social insurance, and labor legislation. The initiative to introduce partial sick leave has received support from family doctors, but its implementation will require a comprehensive assessment, changes in legislation, and finding a balance between the interests of employees, employers, and the state.
