After a high-profile incident in Priekule that resulted in a person's death, the Ministry of the Interior plans to tighten internal control within the State Police. For employees who carry weapons and operate service vehicles, daily morning alcohol checks are to be made mandatory. This was announced in an interview with Latvian Radio by the Minister of the Interior, Janis Dombrova. According to him, after the tragedy, the leadership of the South Kurzeme division of the State Police was to explain what measures are being taken to prevent alcohol consumption among employees. From the responses received, the minister concluded that regular alcohol checks had not yet been standard practice. This is why the decision has been made to tighten the requirements. In fact, this is an additional preventive measure for employees whose decisions directly affect the safety of citizens and the use of weapons or service vehicles. Dombrova also did not rule out personnel decisions based on the results of the internal investigation currently being conducted in the South Kurzeme police division. The criminal investigation itself is ongoing. The suspect is in custody, and the case has been transferred to the Internal Security Bureau. The minister emphasized that a police officer being in a public place in a state of severe alcohol intoxication — over two per mille — is unacceptable, regardless of whether they are on duty or not. It should be noted that the tragedy occurred during a city celebration in Priekule. A conflict arose between several individuals, during which one man sustained serious injuries. Despite medical assistance, he died in the ambulance. According to the investigation, the fatal injuries were inflicted by an off-duty State Police officer. The court has already chosen a measure of restraint in the form of detention for him. The criminal case is being investigated by the Internal Security Bureau under the article for intentional infliction of serious bodily harm resulting in the victim's death due to negligence. According to LETA, the arrested individual is junior police inspector Andis Silnieks, who worked in the response unit. The deceased was a teacher at the Liepaja Secondary School of Music, Art, and Design, who led the educational program "Fashion Design." It is known that the police officer has served since September 2022 and had not previously been subject to disciplinary action. As previously reported by the head of the State Police, Armands Ruks, during the interrogation, the suspect stated that he does not remember the circumstances of the incident. After the tragedy, the Ministry of the Interior intends to review the existing procedures for monitoring police employees. One of the first measures will be daily morning alcohol checks for police officers performing the most responsible duties.
