According to Dombrova, the migration flow organized by the Belarusian regime "is one of the elements of hybrid warfare." To counter this pressure, it is necessary to further strengthen the capabilities of the State Border Guard. According to the agency, the migration crisis creates a serious burden on other structures of the internal affairs system. When the centers for accommodating asylum seekers are overcrowded, additional facilities, translators, and other specialists are required. As a result, the additional burden falls not only on the border guards but also on the State Police, the Office of Citizenship and Migration Affairs, and the accommodation centers under its jurisdiction. From August 10, 2021, to July 30, 2026, Latvian services prevented 49,620 attempts of illegal border crossing by citizens of third countries. In 2023, there were 13,863 such cases recorded, in 2024 – 5,388, and in 2025 – 12,046. From the beginning of 2026 to July 30, 8,992 attempts of illegal border crossing at the Latvian-Belarusian border have already been prevented.
