The Council assessed the current situation at the eastern border of the country, the dynamics of pressure from illegal migration at the Latvian-Belarusian border, diversionary activity, as well as the statistics on detained traffickers who illegally transport people across the state border. In this regard, the Council heard reports from the Minister of the Interior and the Chief of the State Border Guard, as well as the Minister of Defense and the Commander of the National Armed Forces on the urgent measures taken to normalize the situation. The Council urged all residents of Latvia, as well as citizens of other states, to consider that the illegal movement of people across the state border, including the transportation of illegal migrants, is a criminal offense punishable by law in Latvia. In connection with a large-scale cyber incident in the information technology infrastructure of the state joint-stock company "Road Traffic Safety Directorate" (CSDD), the Council heard reports from the Minister of Transport, the Chairman of the Board of CSDD, and the institution for preventing cyber incidents CERT.lv on the investigation of the incident, the analysis of leaked data, and the risks of their malicious use for national security. The Council reached a consensus that CSDD must take responsibility for the proper and regular provision of security measures in its critical information and communication infrastructure, as well as immediately adopt restrictive measures to prevent further cyber threats. The Council also approved the tasks of the Ministry of Transport to reduce potential risks associated with data available in the public CSDD system and to ensure the continuity of CSDD's operations until a new board and management of CSDD are appointed.
