The government has entered 'survival mode'. What does this mean?

"Partners primarily resolve disagreements through mutual consultations and refrain from personal attacks or actions in public communications that could undermine public trust in the government or the Saeima," states the coalition agreement. But with just over a month until the elections, there is no time for coalition agreements or reflections on the level of public trust in the government and the Saeima! A different principle is now in effect - save yourself if you can! The ruling parties have found themselves in survival mode. The reality is that among the four coalition forces - 'New Unity', the National Alliance, the Union of Greens and Farmers, and the United List - only the latter is seeing an increase in ratings. The other three political forces risk being left out of the next parliament altogether! In this situation, Prime Minister Kullbergs can no longer count on this government making any important decisions before the elections. The coalition's agenda will be flooded with pre-election, populist initiatives. Just look at yesterday's proposal from the Ministry of Climate and Energy (read - the National Alliance, which oversees this department) to declare a state of emergency in border areas! The arguments for declaring a state of emergency across the entire border area are simply ridiculous - the incursion of a few drones and periodic attempts by illegal migrants to enter Latvia! Even the head of government felt uneasy when he became acquainted with this brilliant document. One does not need to be a prime minister to understand the consequences that could arise from declaring a state of emergency essentially across almost all of Latgale and parts of Zemgale! Investments and regional development would then be completely forgotten! After harsh criticism from the prime minister, the Ministry of Climate withdrew its proposal. By the way, it is quite ironic that this state of emergency is proposed by this ministry, rather than the Ministry of the Interior or the Ministry of Defense, which would have been logical! Exams without grades? However, another proposal from a different ministry, which is controlled by the National Alliance - the Ministry of Education and Science - has not yet been withdrawn, although representatives of 'New Unity' and the Union of Greens and Farmers have categorically opposed it. So, the Ministry of Education wants to introduce a mandatory centralized exam in natural sciences for 9th-grade graduates starting from the new school year, but at the same time, it is proposed to abolish the minimum grade (10%) required to obtain a certificate of completion of basic education. The National Alliance was so offended by their partners' rejection of this 'reform' that a representative of this party even ignored the last meeting of the coalition council. In the corridors of power, it is acknowledged: the atmosphere in the government has become extremely tense. This is confirmed by the futile attempts to persuade government partners to support the initiative in the Saeima to include in the new Immigration Law the possibility of obtaining a residence permit in exchange for purchasing real estate. It is evident that in September, when the parties enter the 'final battle' for the new Saeima, the normal functioning of the government will be practically paralyzed. The most this government will be able to do is make some technical decisions.
