The project involves the construction of apartment buildings aimed at increasing the availability of affordable housing in the regions for specialists from various sectors. It is planned that private partners will provide the design, construction, and management of these residential units. In turn, the state and municipalities must ensure affordable rent that corresponds to the average income level in the region. As stated by the head of the Alūksne region, Dzintars Adlers, the municipality decided not to participate in the program because the proposed project is too expensive. At the same time, the region plans to organize a competition for entrepreneurs in the area where the housing stock was to be developed. In the coming years, there is expected to be a demand for nearly 50 rental apartments for specialists in sectors such as healthcare, education, woodworking, and agriculture in the Alūksne region. "Currently, there is not much interest from businesses in the eastern border region, so the municipality must create certain prerequisites for this interest. But, in my opinion, this should have been understood not only by us but by the entire government. The further from Riga, the closer to the eastern border region, and there should have been completely different conditions that would stimulate the attraction of businesses," said Adlers. The program is implemented by "Valsts nekustamie īpašumi" in cooperation with municipalities and the private sector. In the first phase, it was planned to build 1,290 housing units at reduced prices in six municipalities, with the first apartments expected to be commissioned in 2030. In turn, the second phase considered the construction of rental housing in 14 cities, but in August, 13 municipalities decided not to continue participating in this program. As a result, the second phase has been canceled.
