The appointment of Vineta Kutkeviča to the board of the Riga Eastern Clinical University Hospital has become a subject of public discussion. Despite previous questions about a possible conflict of interest during her work at Rīgas siltums, the selection committee recognized her as the winner of the selection process, and the Ministry of Health approved the appointment, writes Latvijas Avīze. Kutkeviča became a member of the hospital board on September 4. Prior to this, in April, she left her position as a board member of Rīgas siltums. The reason for criticism was the procurement history at the heating supply company. At that time, the company Elsana, owned by Kutkeviča's husband, won a tender worth over 8 million euros. The company claimed that Kutkeviča did not participate in the procurement decision-making and did not influence the conclusion of the contract. However, the Corruption Prevention and Combating Bureau (KNAB) concluded that there were signs of a conflict of interest in the situation, although there was insufficient evidence of a legal violation to impose sanctions. This is precisely what Prime Minister Andris Kulbergs pointed out. "We saw how unprofessionally Rīgas siltums was managed. I am also shocked that a person around whom a situation of direct conflict of interest arose is receiving a new high position," the head of government stated on the air of the program "Panorama." Kulbergs reminded that previously, as a member of the Saeima, he headed the parliamentary committee investigating issues at Rīgas siltums. The Ministry of Health holds a different position. They emphasize that the competition was conducted independently and in accordance with corporate governance principles, and the absence of a legally established violation does not provide grounds to exclude the candidate from the selection. A similar assessment was given by the chairwoman of the Housing and Environment Committee of the Riga City Council, Elina Treija. According to her, even if a legal conflict of interest was not established, the risk of its occurrence existed, and such situations are unacceptable for state and municipal enterprises from an ethical standpoint. Vineta Kutkeviča herself rejects the criticism. In a comment to Latvijas Avīze, she stated that she does not intend to engage in politics and considers many accusations to be part of the election campaign ahead of the municipal elections. According to Kutkeviča, some of the information disseminated about her is distorted, and the public accusations are not true. In addition to her work on the board of the Eastern Hospital, Kutkeviča holds several other positions. Her main place of work is as the financial director of BT Energy. The story has once again drawn attention to the question of where the line is drawn between the absence of proven legal violations and the reputational requirements placed on the leaders of state enterprises and institutions.
