According to the U.S. Department of Justice, network participants recruited a person in the United States to surveil a well-known Russian dissident who was believed to be living in the Washington area. For the initial surveillance, he was promised between 1,000 and 1,500 dollars. After receiving photographs and videos of objects related to the target, he was offered 40,000 dollars for the killing, but he refused. After that, the prosecution claims, the organizers began to look for other perpetrators. Lithuania is also mentioned in the case materials. According to the indictment, in 2025, an American citizen was initially hired to photograph the alleged residence of a person in Lithuania whom the organizers accused of spreading “lies about Russia.” After completing the task, he was offered about 25,000 dollars for the killing of this person.
