As part of a warning strike, teachers will interrupt their work duties for one hour. In preschool institutions, the action will take place from 8:00 to 9:00, while in general and vocational educational institutions it will occur from 9:00 to 10:00. By conducting a warning strike, the Estonian Education Workers' Union demands that by 2027 the minimum salary for teachers in general and vocational schools be at least 2312 euros, which is in line with the projected average salary in the country, and that the salary for kindergarten teachers be at least 90% of this amount, or 2081 euros. The chairman of the EHL and the strike leader, Reemo Volturi, emphasized that the ruling parties have promised for many years to raise teachers' salaries to 120% of the national average by 2027. In the agreement to end the 2024 strike, the government also committed to moving towards this goal. "In reality, over the past few years, teachers' salaries compared to the national average have actually decreased by six percentage points, and in the latest salary negotiations, we did not receive any assurance that it will increase next year," said Volturi.
