In Latvia, 10,000 Signatures Collected for Reducing the Number of Saeima Deputies

The collection of signatures for the initiative started on August 26. The authors propose to amend Article 5 of the Satversme, establishing that the Saeima consists of 70 representatives instead of the current 100. At the same time, it is proposed to change the law on elections to the Saeima, providing for a new distribution of deputy mandates across electoral districts proportionally to the reduced number of seats while maintaining a democratic electoral system and the principle of proportionality. In justification of the initiative, it is noted that the number of 70 deputies was chosen taking into account the reduction in population, in order to approximately maintain the same ratio of residents to one deputy that existed in 1993. At that time, Latvia had about 2.6 million people, and there were 100 deputies in the Saeima. As of the beginning of 2026, the country's population was 1.845 million, while the number of parliament members remained unchanged. According to the authors of the initiative, reducing the number of deputies will increase their personal responsibility and recognition, may reduce political fragmentation and facilitate coalition formation, as well as make the work of the parliament more efficient. Additionally, it is noted that in a smaller parliament, it will be easier to ensure the work of committees with the participation of deputies possessing the necessary competence, as well as strengthen the connection between parliamentarians and voters and regions. Among the arguments is also the saving of budget funds. The Saeima's budget for 2026 is planned at 40.28 million euros, of which about 31 million euros is allocated for the salaries of deputies and parliamentary staff. According to the initiative, reducing the number of deputies from 100 to 70 will save about 1.5 million euros per year just on the payment of basic salaries to deputies. Additional savings, according to the authors, are possible through a reduction in expenses for deputy assistants, compensation, and other costs directly related to the number of parliamentarians.
