The investigation into the attack by two dogs on kindergarten children in Carnikava is ongoing. While the investigation establishes all the circumstances of the incident, the families of the injured children are awaiting the results of the examinations and hope for a fair resolution. According to their owner Ivo Vasilievskis, if the competent authorities do not make another decision, the animals will remain there until October 19, after which they will be handed over to a dog handler for behavior assessment for two months. The owner stated that he hopes to resolve the issue with the families of the victims without going to court. "We will try to reach an agreement with the parents of the children, find a solution, and also compensate for expenses and damages," Vasilievskis said. ## Children Are Home, but Consequences Remain Two children who sustained the most serious injuries and were treated in the hospital have already been discharged home. However, as the television channel notes, in addition to physical injuries, the children have experienced significant psychological trauma. According to the parents, many of them are now afraid to go outside and feel anxious after the incident. ## Investigation Continues The State Police reported that the criminal process is being conducted in close cooperation with the prosecutor's office. Investigators have already carried out a number of procedural actions and appointed forensic medical examinations to determine the severity of the bodily injuries sustained by the victims. Jury lawyer Saulvedis Varpinsh, who is advising the families of the children, notes that the investigation is complicated by the need to wait for the completion of treatment and assessment of both physical and psychological consequences. According to him, it is most likely a case of a crime committed through negligence. The lawyer believes that the issue of compensation can be attempted to be resolved through negotiations between the parties; however, if an agreement cannot be reached, the final decision will be made by the court. In addition, the parents want to assess the actions of the municipal police. According to Varpinsh, if it is established that they did not fulfill their duties in a timely manner, the issue of responsibility may also involve municipal structures. ## What Will Happen to the Dogs After the isolation period ends, the animals will be examined by a dog handler, who will prepare a report on their behavior. The results of this assessment, as well as the materials of the criminal process, will be one of the bases for further decisions regarding their fate. ## Rules Have Already Changed In light of the incident, changes to the rules for keeping dogs that attack people or other animals have already come into effect in Latvia. Now such dogs can only be walked in public places one at a time, exclusively by an adult person, on a sturdy leash and with an appropriate muzzle. In addition, owners are required to undergo training on animal welfare, and the dogs themselves must complete a mandatory training course. Another important change concerns cases where an attack has led to serious bodily injury or death. If the owner is held criminally liable, the legislation provides for the possibility of euthanizing the animal.
