A final document has now been developed, which serves as a notification to the European Commission (EC) about the agreement at the level of the three Baltic countries to continue the "Rail Baltica" project. This is the first time that the countries Latvia, Lithuania, and Estonia officially acknowledge that 2030 is no longer feasible. This is a basic calculation, as construction capacities are currently unavailable, including materials, equipment, and labor. It is specified that Latvia, Lithuania, and Estonia need funding from the European Union (EU), as it is impossible to finance the project from the national budget when the Baltic countries are directing significant funding to strengthen the external border of Europe. At the same time, according to Latvia, the project cannot continue with such a cost base, so the Baltic countries need to agree on a revision of the technical conditions.
