Estonia also made it into the top ten, while Latvia ranked only 23rd out of 27 EU countries. This is evidenced by the results of a new OpenAI study. Agent-based artificial intelligence differs from regular chatbots in that it can not only answer questions and generate texts but also independently perform multi-step tasks, analyze information, and assist in decision-making. According to the OpenAI study, in Lithuania, agent-based tools account for 85% of the output tokens generated by corporate users of the company's products. This is the highest figure among EU countries. Cyprus is in second place with a result of 81%, followed by Hungary (79%). Next are Poland (76%), Sweden (73%), Finland (72%), and Estonia (71%). Latvia significantly lags behind its neighbors. Its figure is only 35%, which corresponds to 23rd place in the European Union. Only Spain (30%), Portugal (29%), Austria (26%), and Slovenia (22%) are lower. Thus, Latvia is behind Lithuania by 50 percentage points and Estonia by 36 percentage points. Meanwhile, the average figure across the EU is about 55%. The study also showed that the use of agent-based AI in European business is rapidly growing. From May to early October 2026, the number of weekly active users of agent-based tools among small and medium enterprises in Latvia increased by 5.8 times. In Lithuania, the growth was 6.8 times, and in Estonia, it was 7.8 times. The Ministry of Economy and Innovation of Lithuania believes that the active implementation of advanced technologies can increase labor productivity, strengthen the competitiveness of enterprises, and create additional value for the economy. At the same time, the results of the study require an important clarification. OpenAI analyzed the use of its own corporate products, ChatGPT Enterprise and Business. Therefore, the percentages provided do not mean that such a share of all enterprises in each country has implemented agent-based AI. Nevertheless, the study reveals a noticeable lag of Latvia behind neighboring Baltic states in the intensity of using OpenAI's agent-based tools. While Lithuania leads the European ranking and Estonia is among the leaders, Latvia remains at the bottom.
