Citizenship scandal puts Latvia's 'golden visa' scheme back in spotlight

Third-country nationals can become eligible for residency in Latvia (and therefore free movement throughout the EU's Schengen Zone) if they invest 50,000 euros in a Latvian business (and pass background checks).

However, Latvian Television reports that the system appears to be open to abuse, citing the case of a residence permits offered in exchange for a 50,000 euro 'investment' in a non-existent luxury nursing home.
